Human Rights Watch’s Advocacy Director for Europe and Central Asia

Philippe Dam is Human Rights Watch’s advocacy director for Europe and Central Asia. He works on advocacy strategies and initiatives on Europe and Central Asia and engages multiple institutions, including the European Union, the Council of Europe, the Organization for Security and Co-operation in Europe and the United Nations. Previously, he was Human Rights Watch’s deputy director in Geneva, in charge of advocacy activities at the United Nations Human Rights Council. Before joining Human Rights Watch, he worked at the Geneva Office of the Conference of NGOs in Consultative Relationship with the UN (CONGO). He holds a master's degree in international administration from the University of Paris I Panthéon-Sorbonne and studied at the Institut d'Etudes Politiques de Rennes (IEP) in France.
