Officer-in-Charge/Secretary General, Director of the OSCE Conflict Prevention Centre
Tuula Yrjölä is the Director of the OSCE Conflict Prevention Centre (CPC) and Deputy Head of the OSCE Secretariat. She provides analysis and policy advice to the Secretary General and the Chairperson-in-Office, co-ordinating and developing the OSCE’s activities aimed at reducing tensions, responding to conflict situations and providing support in addressing the root causes of conflicts and instability through structural prevention and peace building. Under her direction, the CPC facilitates the work of the OSCE’s 16 field operations.
Before joining the OSCE Secretariat, Tuula was Ambassador for Democratic and Effective Societies at the Ministry for Foreign Affairs of Finland in Helsinki. Tuula’s previous experience with the OSCE comes from Tajikistan, where she was Head of the Programme Office in Dushanbe from 2016 to 2018. She has over 30 years of experience in the Finnish diplomatic service and has previously served as Roving Ambassador to Central Asia and Ambassador of Finland to Egypt and Sudan. Other postings include Kyiv and New York. Tuula speaks fluent English with advanced knowledge in Russian, French and Swedish.
