Proposals to the convention

By media on websites www.insonhuquqlari.uz, www.asiaforum.uz, I learned about the holding of the Samarkand web forum on human rights on the topic: "Youth 2020: Global Solidarity, Sustainable Development and Human Rights" which will be held on 12-13 August 2020, dedicated to mechanisms for the protection and promotion of the rights of young people.

 In 2017, on September 19, at the 72nd session of the UN General Assembly, the President of the Republic of Uzbekistan Shavkat Mirziyoyev took the initiative to develop this Convention and in 2020 a web forum will discuss the draft International Convention on the Rights of Youth.

After reviewing the project posted on the official website of the Forum – www.asianforum.uz I can confidently support its adoption. Having seriously studied the draft, I concluded that the draft Convention contains such principles as participation of young citizens in the development and implementation of priority areas of state youth policy, active participation of young people in democratic processes and their wider representation in democratic structures, protection of young people from actions that lead to the undermining of moral foundations, ideas of terrorism and religious extremism, separatism, fundamentalism, the cult of violence and cruelty, etc.

The draft Convention contains separate articles on the state's Obligations in the field of youth policy, the right of young people to receive full support and protection of the family, the right to participate in decision-making at the national and international levels, and the right to freedom and personal integrity.

According to the draft international convention on the rights of youth, I propose to include in the text of the draft a separate article devoted to decent work, career and economic growth of youth, at this time for youth the problems of unemployment, underemployment and low quality jobs remain unresolved and frightening. Youth are three times more likely to be unemployed than adults, for example, in 2019, the global youth unemployment rate was 15 percent. Many young people are employed in low-paid, precarious or informal jobs. The challenges of obtaining and maintaining decent work are even more serious and complex for vulnerable and marginalized youth groups, including young women, people with disabilities, migrant youth, etc.

On the draft international convention on the rights of youth, I propose to include in the text of the draft a separate article dedicated to decent work, career and economic growth of youth. Today, for young people, the problems of unemployment, underemployment and poor job quality remain unresolved and daunting. Youth are three times more likely to be unemployed than adults, for example, in 2019, the global youth unemployment rate was 15 percent. Many young people are employed in low-paid, unstable or informal jobs. The problems of obtaining and maintaining decent work are even more serious and complex for vulnerable and marginalized groups of youth, including young women, people with disabilities, youth - migrant, etc, where to indicate that every person of young age has the right to decent work for career and economic growth, employment for the young population should be accessible to all.

Also, it should be pointed out that the states parties to this Convention must constantly improve the employment system, ensure wages in accordance with world standards.

In conclusion, I consider it expedient to reflect in this article the main directions of decent youth employment.
