In 1972 graduated from the Belarusian Polytechnic Institute in the speciality "Mechanical Engineering", qualification "Mechanical engineer, teacher".

1993-2018 – Rector of the "Republican Institute for Vocational Education", which is the Basis (Reference) Organisation for the CIS member states in the staff vocational training, retraining and skills upgrading in the system of technical vocational and secondary specialised education.

2019 - up to the present day – Chairman of the Board of Directors of the International Institute of Professional Innovations (Lithuania).

Since 1995 to 2000 Arkadz Shkliar led a group of experts of the European Training Foundation (ETF). Since 2000 to 2017 he led the Reference Organisation of the CIS countries on the vocational education issues.
