HUMAN RIGHTS EDUCATION: content, essence and significance

The Global Forum, which will be held on December 5-6, 2022 in the city of Samarkand on the topic "Education in the field of human rights", will be dedicated to the 10th anniversary of the adoption of the UN Declaration on Human Rights Education and Training. The initiative to hold this prestigious international conference was put forward by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the 46th session of the UN Human Rights Council.

Human rights education standards are included in many international instruments. In particular, in December 2011, the United Nations General Assembly adopted the UN Declaration on Human Rights Education and Training. The Declaration places responsibility on member states to provide education and training on human rights.

As stated in this Declaration:

firstly, every person and every member of the society should contribute to the respect of human rights and fundamental freedoms through education and training;

secondly, everyone has the right to education, and that education should be directed to the comprehensive development of the human personality, to the sense of dignity, to enable all people to become useful participants in a free society, to the development of mutual understanding, tolerance and friendship among all nationalities, racial, ethnic or religious groups need

In the context of reforms related to the establishment of New Uzbekistan in our country, the principle that "person, his/her rights, freedoms, especially his/her value is the most important value" is recognized. In this regard, the principle of "state-society-man", which has been in effect for years, was changed to the principle of "human being-society-state" in the development strategy of New Uzbekistan.

All this, in turn, requires the consistent development of human rights education, which is considered a special field of education. Such education is of primary importance in promoting respect for human rights by all and ensuring their full observance.

Human rights education serves to raise human rights culture, which implies awareness of rights and freedoms and their active use, as well as compliance with obligations, in order to build a democratic society.

Human rights education plays an important role in ensuring the full participation of people in all decision-making processes that affect their lives in personal, political, economic, social, cultural and environmental aspects, as well as in the prevention of violations, violence and conflicts.

After the publication of the Universal Declaration of Human Rights, the international community recognized human rights and fundamental freedoms and began to promote their observance through international human rights norms and mechanisms. One of these rights - the right to education - is the starting point for the enjoyment of all human rights.

For human rights education:

  • human rights training;
  • the right to know about these rights;
  • includes methods and means of protection and promotion of human rights in any society.

Human rights education and training is a vital process that covers all people, especially young people.
