the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan held a “Round table” on the topic: “Issues of improving the legislation in the field of protecting the rights of the child within the framework of the implementation of the Convention on the Rights of the Child and the realization of the State Program for the Implementation of the Strategy of Action for the five priority development directions of the Republic of Uzbekistan in 2017-2021 in the “Year of supporting active entrepreneurship, innovative ideas and technologies”. This event organized by the National Human Rights Centre of the Republic of Uzbekistan jointly with the Committee of the Legislative Chamber of Oliy Majlis on democratic institutions, NGOs and civil self-government institutes, Committee of the Legislative Chamber of Oliy Majlis on the issues of science, education, culture and sports.

The event is organized within the framework of the programme of the visit of UNICEF Regional Director for Europe and Central Asia Afshan Khan to the Republic of Uzbekistan.

At a meeting of the "round table" was attended by deputies, representatives of ministries and departments, law enforcement agencies, National human rights institutions, scientific and educational institutions, civil society institutions, as well as UNICEF Regional Director for Europe and Central Asia.

At a meeting of the “Round table”, it noted that the Republic of Uzbekistan is a young, independent, dynamically developing country, which, as emphasized by the President of the Republic of Uzbekistan Sh.M.Mirziyoyev, the population of the country is more than 30% of children and youth or 10 million people. In this regard, the priority direction of public policy is the adoption of legislative, program, organizational, socio-economic and other measures aimed at ensuring a high level of physical, intellectual and spiritual development of children and youth.

Participants of the round table noted that the implementation of the policy of the Republic of Uzbekistan on children and youth is based on the provisions of the Universal Declaration of Human Rights, the United Nations Convention on the Rights of the Child and other international legal instruments on human rights and freedoms and their own experience in the field of protection childhood, which is reflected in more than 100 laws and other normative and legal acts, among which the priority place is occupied by the Constitution of the Republic of Uzbekistan, Codes and laws “On guarantees of the rights of the child” and “On State Youth Policy,” which created a solid legal framework and organizational and legal mechanisms for ensuring observance and protecting the rights of children and youth.
The Republic of Uzbekistan positively perceives the recommendations of the UN Committee on the Rights of the Child and other international treaty bodies on human rights issues. To implement them, in 2014, a National Action Plan was adopted to implement the recommendations of the HRC and international bodies of the United Nations following the consideration of the National Reports on the sphere of human rights and freedoms of individuals (2014-2016).

The meeting emphasized the need to strengthen the national system for protecting the rights of the younger generation through the introduction of the Ombudsman for Children and Youth, as well as the adoption of the Law on the Ombudsman for the Protection of the Rights of Children and Youth in Uzbekistan.

It was noted that in accordance with international and foreign experience in the activities of specialized ombudsmen for the rights of children and youth, they contribute to the improvement of public administration in the interests of the child, the implementation of the provisions of the Convention on the Rights of the Child in legislation and practice, raising public awareness towards increased respect for the child's personality, honor and dignity, rights, freedoms and legitimate interests of both government agencies and parents and persons substituting them.

The introduction of the institution of Ombudsman for the protection of the rights of children and youth in Uzbekistan is fully in line with the fundamental reforms implemented in all spheres of society, objectives, envisaged by the Strategy of Action for the five priority development directions of the Republic of Uzbekistan in 2017-2021 years, which is aimed at further improving the state policy on children and youth, strengthening the guarantees of protection of their rights and freedoms on the basis of cardinal revision of forms and procedures for considering citizens' applications, including, in relation to children and youth, the development of public administration and public control over the activities of state bodies and officials in the sphere of ensuring the rights of children and youth.
