Khristos GIYAKUMOPOULOS: "The right place and time for the global forum have been chosen"

- The holding of the Global Forum on Human Rights Education in the ancient and modern city of Samarkand is very appropriate, logical and deeply symbolic, - said Christos Ghiakumopoulos, Director General of the Human Rights and Rule of Law Department of the Council of Europe. - Because many unique scientific works, rich in knowledge that bring goodness and benefit to humanity, have been created on this land for many centuries.

The right time was also chosen to hold the global forum. After all, today we are jointly evaluating the results of the United Nations Declaration on Education and Training in the Field of Human Rights. In the near future, the global campaign dedicated to the 75th anniversary of the UN Universal Declaration of Human Rights will begin. Since the adoption of this Declaration, it has given impetus to the adoption of many important regional agreements on human rights throughout the world.

One such document is the European Convention on Human Rights. Today, this Convention protects the rights of more than 700 million people living in the heart of the Council of Europe.

The Council of Europe is an intergovernmental organization. It unites 46 member states and works in harmony based on the values of human rights, democracy and the rule of law.

More than 200 conventions of the Council of Europe have been adopted in the past period. Two-thirds of them are open for signature by countries that are not members of the Council of Europe. Thus, the standards of our regional organization are becoming global standards. In turn, these global standards are used to create different legal systems.

We believe that judges, prosecutors, lawyers, lawyers, civil servants, representatives of civil society are extremely important stakeholders in the provision of human rights. This, in turn, requires them to be supported at the level of demand in today's digital and fast-changing world.

Because specialists specializing in the protection of human rights need to have the necessary tools. They must be educated, qualified and have the skills and ability to consistently apply human rights standards in their daily work.

In short, from these aspects, the Samarkand Global Forum on Human Rights Education is of great importance. I would like to take this opportunity to express my sincere gratitude to the organizers who brought together many like-minded people from different regions of the world for such an actual practical international dialogue.
