There will be no break in education and training in the field of human rights

On December 6, 2022, the Global Forum "Education in the field of human rights" continued its work in the city of Samarkand. The initiative to hold this prestigious international conference was put forward by the President of the Republic of Uzbekistan at the 76th session of the United Nations General Assembly and the 46th session of the UN Human Rights Council.

At the second plenary session of the Global Forum, a documentary project aimed at popularizing the best experience of young pedagogues dealing with human rights around the world was discussed. Elena Ippoliti, coordinator of the Human Rights Education and Training Department of the Office of the UN High Commissioner for Human Rights, and Paulina Tandiono, an employee of this department, presented their reports on the same topic.

It is necessary to improve the system of education and training on human rights at the international, regional and national levels. In this regard, the third plenary session of the Global Forum was dedicated to sharing information on best practices and developing practical recommendations based on this.

The adoption of the Final Document of the Global Forum was discussed at the fourth plenary session. Based on the suggestions of the participants, the Samarkand Action Plan (2023-2025) for the development of education in the field of Human Rights was adopted.

This was followed by the closing ceremony of the Global Forum. Akmal Sidov, First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Director of the National Center for Human Rights of the Republic of Uzbekistan, and Regional Representative of the Office of the High Commissioner for Human Rights of the United Nations for Human Rights Education in Central Asia, etc. Fabio Piana thanked the representatives of all international organizations, national and foreign experts, national human rights institutions, educational institutions, academic community, civil society institutions, mass media, international and regional organizations for their participation in the Global Forum.

In the Global Forum:

  • The UN Declaration on Human Rights Education and the results of the implementation of the fourth chapter of the World Education Program in the field of Human Rights were discussed;
  • the issue of applying existing international and regional documents and approaches to education in the field of human rights was analyzed;
  • the status and possibilities of studying, promoting and implementing the most effective experience and practice in the field of human rights education were assessed;
  • Proposals on the main directions of the fifth stage of the World Education Program in the field of human rights were considered.

Most importantly, in the Samarkand action plan for the development of human rights education adopted at the end of the Global Forum, the tasks, proposals and recommendations facing the international community, national governments, educational and scientific institutions, and civil society institutions for the effective implementation of human rights education and training found its expression. Send them to the following directions, namely:

the first direction - introduction of international, regional and national level innovations in continuous education and training in the field of human rights, strengthening of strong cooperative relations, exchange of best practices and expansion of financing;

the second direction is to support the translation and distribution of international agreements in the field of human rights into national languages;

the third direction - supporting educational programs, training courses and practical projects on human rights in cooperation;

the fourth direction - organization of activities of human rights information-resource centers, as well as relevant publishing houses, in order to systematically provide them with scientific and educational literature in the field of human rights;

the fifth direction - increasing attention to education in the field of human rights among young people, including human rights training courses in the plan of educational and professional development institutions;

the sixth direction - supporting organizations that carry out scientific research, education and training, promotion activities in the field of human rights, encouraging teachers-pedagogues;

The seventh direction can be divided into the directions of expanding grants and social orders for education in the field of human rights, supporting the activities of civil society institutions.

At the end of the global forum, it was expressed confidence that the experience of the forum participants will closely support the implementation of these tasks. Because in this, following the principle that "there is no break in education and training", education and training in the field of human rights in the family, preschool education, school age, higher education, professional institutions such as courts and law enforcement bodies, civil society institutions and mass media continuity is important.
